boot/xilinx-prebuilt: new boot package
This patch add a new boot package for downloading prebuilt firmware for Xilinx
versal and zynqmp evaluation boards.
It solves the problem of being able to verify the hash when downloading a
prebuilt zynqmp pmufw.elf binary.
