packages: rename FOO_INSTALL_TARGET_OPT into FOO_INSTALL_TARGET_OPTS To be consistent with the recent change of FOO_MAKE_OPT into FOO_MAKE_OPTS, make the same change for FOO_INSTALL_TARGET_OPT.
