Fix GEO_NORMALIZE_DISABLE_TOWGS84 definition

Fix "missing template: GEO_NORMALIZE_DISABLE_TOWGS84" error by adding
a non-empty description of GEO_NORMALIZE_DISABLE_TOWGS84 in AC_DEFINE
