[SCSI] bfa: Add support to configure min/max bandwidth for a pcifn
- Added support to configure minimum bandwidth for a pcifn.
- Minimum bandwith is guaranteed at per queue level.
- Added support to update pcifn bandwidth dynamically without
a server reboot.
