irq: remove CONFIG_HANDLE_DOMAIN_IRQ_IRQENTRY
Now that all users of CONFIG_HANDLE_DOMAIN_IRQ perform the irq entry
work themselves, we can remove the legacy
CONFIG_HANDLE_DOMAIN_IRQ_IRQENTRY behaviour.
