[TCP] tcp_highspeed: Fix problem observed by Xiaoliang (David) Wei When snd_cwnd is smaller than 38 and the connection is in congestion avoidance phase (snd_cwnd > snd_ssthresh), the snd_cwnd seems to stop growing.
