lib/Kconfig.debug: make CONFIG_STRICT_DEVMEM depend on CONFIG_DEVMEM

With CONFIG_DEVMEM not set, CONFIG_STRICT_DEVMEM will be useless even if
it is set =y, thus let's update the dependency in Kconfig.
