samples: seccomp: turn CONFIG_SAMPLE_SECCOMP into a bool option

The prompt of CONFIG_SAMPLE_SECCOMP claims this is "loadable module
only", which is invalid.

samples/seccomp/ only contains host programs, so having it tristate
is pointless.
