xfs: add a xfs_dqhold helper

Factor the common pattern of:

	xfs_dqlock(dqp);
	XFS_DQHOLD(dqp);
	xfs_dqunlock(dqp);

into a new helper, and remove XFS_DQHOLD now that only one other caller
is left.
