perf stat: Add 'identifier' flag to 'struct perf_stat_config'

Add 'identifier' flag to 'struct perf_stat_config' to carry the info
whether to use PERF_SAMPLE_IDENTIFIER for events.

This makes create_perf_stat_counter() independent.
