[SCSI] qla4xxx: Use IDC_CTRL bit1 directly instead of AF_83XX_NO_FWDUMP flag.

Removed AF_83XX_NO_FWDUMP flag and directly checking IDC_CTRL bit1
while taking minidump, to check for graceful reset.
