xfs: remove the XFS_IOC_{ALLOC,FREE}SP* definitions

Now that we've made these ioctls defunct, move them from xfs_fs.h to
xfs_ioctl.c, which effectively removes them from the publicly supported
ioctl interfaces for XFS.
