PCI: Prefer 'unsigned int' over bare 'unsigned'

The bare "unsigned" type implicitly means "unsigned int", but the preferred
coding style is to use the complete type name.

Update the bare use of "unsigned" to the preferred "unsigned int".

No change to functionality intended.
