KEY three-band fix: A17 reverts the post-finalisation lower bound to __pkvm_prot_finalize (its two-band model); on this three-band base it reverts to __KVM_HOST_SMCCC_FUNC_MIN_PKVM instead, restoring handle_host_hcall to its pre-B static three-band form (if init hcall_min=MIN_PKVM else hcall_max=PKVM_ONLY). The 5 remaining module HVCs stay in [0,MIN_PKVM), now locked at finalisation by the static bound; module loading is __init-only (kvm-arm.protected_modules=<list>, before deprivilege).
