| Subject: [PATCH] configure.ac: allow the user to override RUST_TARGET |

| When cross-compiling, RUST_TARGET is not always equal to host_triplet |
| (e.g. buildroot) so allow the user to override this default value |
| through RUST_TARGET environment variable |
