Subject: [PATCH] ldattach: Check for value of _HAVE_STRUCT_TERMIOS_C_ISPEED
in glibc 2.29+ checking for just existence of _HAVE_STRUCT_TERMIOS_C_ISPEED
won't be enough, the value has to be checked
